SALARY: $80,730 - $94,990

ACCOUNTABILITY STATEMENT:

The Access and Privacy Specialist is responsible to lead the agency’s access and privacy management program, including responding to FOI access requests, developing and implementing policies, processes and tools, monitoring activities to ensure compliance with relevant legislation and Ministry directives and mitigating related organizational and reputational risks.

MAJOR DUTIES/ RESPONSIBILITIES:

  • Processes FOI access requests made under the Freedom of Information and Protection of Privacy Act (FIPPA), including:
    • works with staff in all Divisions to identify and obtain records responsive to access requests;
    • ensures that third party notification and legislated time requirements are met;
    • documents disclosure decision-making;
    • working with in-house counsel, participates in matters brought before the Information and Privacy Commissioner/Ontario (IPC); and,
    • prepares statistical reports for stakeholders and the IPC
  • Responds to access to information requests for video records from law enforcement agencies and internal departments
  • Develops and implements the agency’s Privacy Breach Protocol and implements other privacy-related initiatives required under FIPPA
  • Conducts privacy assessments and privacy risk mitigation activities
  • Develops and delivers privacy program training materials for employees at all levels
  • Provides privacy advice and expertise on initiatives, contracts, procurements and related activities
  • Fosters a privacy culture and builds organizational competency regarding the collection, use, disclosure, retention and disposition of personal and confidential information
  • Manages access and privacy related information on the agency’s website and intranet
  • Participates as a member of the Information Management Team
REQUIREMENTS:

  • University degree in Business, Law, Political Science, Public Administration, or a Privacy or Records and Information Management Program or similar program; or a combination of education, training and experience deemed equivalent
  • More than 5 years’ experience in information management or a related field, in a public sector
  • Certification in privacy from a recognized association for access and privacy professionals (IAPP, PACC) would be an asset
  • Thorough understanding of “privacy-by-design,” privacy principles and standards, and industry best practices
  • Experience and knowledge of FIPPA (Freedom of Information and Protection of Privacy Act) and orders of the IPC (Information and Privacy Commissioner)
  • Demonstrated experience with conducting privacy assessments, including developing risk mitigation plans and corporate policies
  • Analytical skills to evaluate requests, to investigate complaints and issues, and to provide expertise and recommendations
  • Excellent customer service skills and the ability to influence others, build relationships, manage conflicts, and handle negotiations
  • Interpersonal, oral and written communication and training skills
  • Planning and organizational skills to adapt to changing priorities
  • Proficiency using computers and Microsoft Office Suite applications
  • Experience with business process mapping/business analysis would be an asset
  • Must be committed to company health & safety
